We cut closed-cell foam blocks to friction fit each 8-by-16 opening, bed the perimeter in SikaFlex-1a, and mechanically fasten an exterior cover over each vent so nothing walks loose in year three. What you got was a mid-grade vapor retarder with a marketing sticker and it failed inside five years — go check the seams, they have walked apart.
