Two Aprils ago I got called out to a 1918 mill house on Main St in Belmont, three blocks north of the old Stowe Manufacturing site. The homeowner had bought the place the previous fall from an estate — inherited the wallpaper, the original hardwoods, and every problem the last four owners had papered over. She called because the dining room floor was cupping in a specific stripe about eighteen inches wide running parallel to the front wall. Not the whole floor. A stripe. That is a moisture pattern telling you exactly where the joist bay above it is sitting in trapped humidity.
I pulled the crawl hatch and my flashlight beam hit water. Not a puddle. A sheen — the kind you get when the ground is fully saturated and any rain event pushes the water table up above the dirt floor for a day or two before it drops back down. Belmont sits in a bend of the Catawba River, and everything east of Assembly St feeds groundwater toward the river. Downtown Belmont, the mill village that Stowe and the Chronicle Mills built out from 1901 to about 1925, sits on the flatter side of that grade. Clearance under her house was 22 inches at the front and about 30 at the rear where the addition sat higher. Original brick piers, hand-laid, unmortared for the bottom four courses. Rotting sill plate on the west wall where a downspout had been dumping into the crawl for who knows how many years. The stripe of cupped hardwood upstairs lined up exactly with the joist bay that ran over the wettest section of the crawl.
That house is Belmont's specific problem in one sentence: mill-era construction with 20-inch clearances sitting on a shallow water table with 100 years of amateur drainage repairs stacked on top. The 2000s and 2010s subdivisions off S Point Rd and Wilkinson Blvd — McLean, Reflection Pointe, the newer neighborhoods pushing toward Cramerton — are a different animal entirely. Block-perimeter foundations, 36 to 42 inch crawls, easier to work in. But even those catch the Catawba River humidity story from May through September, and every subdivision within a mile of the river has at least a few houses I have been under where the RH sits at 88 percent in August because the builder skipped the dehumidifier and the vents were undersized from day one.
I have been under houses in Gaston County for a long time. Belmont is a specific job. The mill-house belt downtown is not the same job as a 2005 build in McLean, and neither is the same job as a Belmont Abbey-adjacent teacher's cottage from the 1930s. The war stories are related but the fixes are not interchangeable. What follows is what I actually do under Belmont crawls, what I refuse to do, and what the Catawba River water table means for your specific address. Belmont's building stock breaks into three clean eras and a couple of oddball pockets. The oldest layer is the mill village — 1901 to about 1928 — that grew up around Stowe Manufacturing, the Chronicle Mills, and the Imperial Yarn Mill. Those are one-story and story-and-a-half frame houses on narrow lots along Main St, Central Ave, Woodlawn Ave, Catawba St, and the grid streets running between them. Assembly St and the blocks north toward Belmont Abbey College have a mix of the same mill-worker stock and slightly bigger foreman houses with taller foundations. Almost all of it sits on hand-laid brick pier, some with a partial rubble-stone perimeter that was never continuous. Crawl clearance in these houses is 20 to 28 inches on a good day. On a bad day it is 18 and you are pulling insulation batts out through the hatch one bay at a time.
The second layer is 1940s to 1970s infill — the postwar ranches and split-levels that filled in the blocks between downtown and Wilkinson Blvd, and the smaller neighborhoods that spread out past the Belmont Abbey campus toward the Cramerton line. Brick ranches on continuous block perimeter foundations with 24 to 30 inch crawls, undersized 8-by-16 vents, and — for anything built between about 1955 and 1975 — foil-faced fiberglass batts stapled into the joist bays that have been sagging out for the last thirty years. This era is Belmont's biggest single housing stock and it looks and behaves like Cotswold or Beverly Woods over in Charlotte, just with a shorter drive to the river.
The third layer is where Belmont has really changed since about 2005. Head south on S Point Rd toward the peninsula between the Catawba River and the South Fork Catawba, and you are in McLean, Reflection Pointe, and a run of newer subdivisions that got built out through the 2010s. Taller two-story houses on block-perimeter crawls with 36 to 48 inch clearance. Some of them are on lots close enough to the water that the original developer had to bring in fill dirt, and those houses have their own drainage story a decade later as the fill compacts and pulls grading away from the foundation. Same story for the newer builds off Wilkinson Blvd heading toward the Whitewater Center on the Mecklenburg side of the river.
Two oddball pockets are worth mentioning. The blocks immediately around Belmont Abbey College — original 1876 Benedictine monastery, still an active campus — have a scattered mix of 1920s to 1940s faculty and staff cottages sitting on shallow crawls with the same brick pier construction as the mill village. And the older stretches of Woodlawn Ave and Central Ave have a handful of 1890s pre-mill farmhouses that were absorbed into the town when the mills went in — those houses are on hand-dug crawls with original heart-pine framing, brick piers on grade with no proper footings, and they need shoring before anybody works under them. When I get a call from an address in those pockets, I add an hour to the inspection and I bring the shim kit and a bottle jack.
What ties all three eras together is the Catawba River. Belmont is boxed in — the Catawba on the east, the South Fork Catawba on the south, and the way the topography sheets water toward both. Every era of Belmont house is fighting groundwater to some degree, and the fixes have to account for that before we ever put liner on the ground.
Belmont has five things going on under its houses that show up in every inspection and drive every scope I write. First is the mill-house shallow crawl problem. The 1900s to 1920s stock downtown was built with 18 to 24 inches of clearance on unmortared brick piers, and the original perimeter — where there is one — is skirt brick that was never intended to be a load-bearing wall. Century of settlement means those piers have moved. I have shimmed piers on Main St houses where the top course was three inches out of level with the sill plate above it, and the whole load path was riding on a wedge of dry-stacked scrap brick some previous owner shoved in there in 1978. Any encapsulation on a mill house starts with a pier survey and a shoring plan. Tiger SmartJack or Grip-Tite adjustable steel post gets set under any girder that has lost bearing, cedar shims go in tight, and only then do we start thinking about the liner.
Second is the block cracks story. The 1940s to 1970s ranch belt sits on 8-inch CMU perimeter foundations that were poured on marginal footings in a lot of cases — the ranch-era Gaston County builders were not always disciplined about getting to 12 inches minimum on undisturbed soil. Fifty years of red clay expansion cycles and freeze-thaw at the 6 to 8 inch depth means step cracks along the mortar joints in a big fraction of these houses. Most of them are not structural failures — they are cosmetic and they are stable. But every one of them is a moisture pathway. Groundwater wicks through the block, evaporates off the interior face inside the crawl, and adds to the RH load year-round. Any Belmont block-perimeter crawl gets a coat of hydraulic cement on active cracks and a moisture-resistant coating on the interior block face before the wall liner terminates.
Third — and this is the Belmont-specific one — is the Catawba River water table. Downtown Belmont sits at roughly 720 feet elevation. The Catawba River pool at Mountain Island Lake normal level is 647 feet. That is a 73-foot vertical drop over less than a mile on the east side of town. Sounds like plenty. In practice, the aquifer that feeds the river runs high in the flatter sections along Wilkinson Blvd and the blocks east of Central Ave. During spring rain events, and any time Duke Energy holds the Mountain Island reservoir higher than normal pool for flood management upriver, the water table under the mill village pushes up to within 12 to 18 inches of the crawl floor. On the wettest houses I have seen it come up above the dirt floor entirely for a day or two. That is not a job you fix with a vapor barrier alone. That is a full interior perimeter drain tile plus sump basin plus battery backup plus a dehumidifier sized for continuous duty, and the encapsulation is the last thing that goes down.
Fourth is the Belmont Abbey College and Daniel Stowe Botanical Garden proximity story. Both institutions do heavy irrigation and landscape maintenance year-round, and houses within a few blocks of either one — especially the older blocks around the Abbey — have seen chronic elevated soil moisture that goes beyond what the rain pattern alone would predict. It is not the Abbey's fault. It is just that when you have a 150-acre campus and a 380-acre botanical garden pumping irrigation, the groundwater in the immediate neighborhood runs 10 to 15 percent wetter than the general water table on paper. If your house is within four blocks of either landmark, that is a factor and I flag it on the inspection.
Fifth is the same problem every Charlotte-adjacent market has: vented crawls in a climate that punishes vented crawls. Belmont averages the same 60 inches of annual rainfall as Mecklenburg and sits at the same dew points from May through September. RH under a vented Belmont crawl runs 85 to 95 percent through the summer. Foil fiberglass in the joist bays soaks up moisture and falls out. Ductwork in the crawl condenses water and drips into whatever is underneath. Rim joists rot on the west and south elevations first because those are the sun-heated walls that swing biggest between day and night humidity. None of this is Belmont-specific — it is the entire Piedmont — but it stacks on top of the four things above and makes every Belmont job a slightly higher-moisture-load scope than the equivalent house up in Ballantyne would be.
What I do not see much of in Belmont, compared to some other Gaston County markets: I do not see a lot of chronic termite damage under encapsulated houses. Belmont's soil pH runs slightly acidic and the termite pressure here is meaningful but manageable with normal soil treatment sequencing when we do foundation work. And I do not see the extreme fill-dirt settlement problems that hit some of the Union County exurban tracts. Belmont's soil is stable red clay with a defined hardpan around 24 to 30 inches. Predictable. That helps.
Job one, this past March, was that 1918 mill house on Main St I opened with. Full scope: pier survey and shoring on three interior piers that had lost bearing, sill plate replacement on the west wall where the downspout damage had rotted a 6-foot section, interior perimeter drain tile because groundwater was pushing above the dirt floor during spring events, sealed sump basin with a Zoeller M53 primary and a Wayne WSS30V battery backup mounted on a treated 2x4 platform above flood plane, 20-mil Americover liner with each of the 14 brick piers individually wrapped and taped, mechanical termination bar with SikaFlex-1a on the perimeter block, four vents sealed with closed-cell foam blocks and exterior covers, and a Santa Fe Ultra98 dehumidifier on its own 20-amp circuit — we pulled the Gaston County electrical permit for that. Turnaround was 6 working days including a rain delay. Dining room floor cupping stripe was gone within four weeks as the joist bay above dried out.
Job two, in May, was a 2007 build in McLean off S Point Rd. Homeowner had been in the house for a year and a half and had noticed the humidity indoor gauge sitting at 62 percent on the first floor through the summer even with the AC running hard. Under the house was a builder partial encapsulation — 6-mil white plastic on the ground, unsealed vents, no dehumidifier, no wall liner, no pier wraps. Classic 2000s builder marketing job. Crawl was 40 inches tall and clean to look at, but the RH under there was 87 percent when I put a hygrometer down. Full retrofit scope: tore out the 6-mil, sealed the six vents, wrapped all eight block piers, put down 20-mil Viper CS with 12-inch overlaps and Polyken 337 tape, terminated the walls with aluminum bar and sealant, replaced the flimsy plastic crawl door with an insulated gasketed hatch, added an Aprilaire E080 dehumidifier drained to daylight on the downhill side of the lot. Open-cell foam on the rim joist replaced the sagging fiberglass batts. Three working days, one crew. First-floor RH dropped to 48 percent within two weeks and stayed there.
Job three, in July, was the trickiest — a mid-1950s brick ranch on Wilkinson Blvd, a couple of blocks off the Mount Holly line. Homeowner called because a home inspector on a refinance had flagged visible microbial growth on the girder and elevated moisture readings across the crawl. What I found: the block perimeter had step cracks along three of the four walls, active efflorescence on the interior block face on the north wall, foil fiberglass falling out of every third joist bay, and — the real problem — an HVAC condensate line that had been leaking under the air handler for probably a decade, saturating a specific 8-by-10 area of the dirt floor that had turned into a permanent damp spot. Scope: HVAC condensate repair first (subcontracted to a licensed HVAC company because I do not touch active refrigerant lines), remediation of the microbial growth on the girder with an EPA-registered biocide, hydraulic cement on active block cracks, moisture-resistant coating on the interior block face, 20-mil YellowGuard liner with individually wrapped piers and mechanical termination, Aprilaire E100 dehumidifier sized for the 2,100 SF footprint and the elevated moisture load, open-cell foam on the rim joist. Four working days. Refinance appraisal cleared two weeks later with the crawl scope documented.

The encapsulation itself — liner, sealed vents, pier wraps — is not a permitted trade in Gaston County any more than it is in Mecklenburg. What triggers a permit is the dedicated 20-amp electrical circuit for the dehumidifier (electrical permit, pulled through Gaston County Building Inspections in Gastonia) and any structural repair like sistering joists, replacing a girder, patching subfloor, or foundation lift work (building permit, same office). We pull those when the scope calls for them. If a contractor is quoting you a permit fee for the encapsulation itself, ask them what section of the code they are pulling under.
Depends on your address and elevation. Downtown Belmont and the blocks east of Central Ave sit closest to the river and see the highest groundwater during spring rain events and when Duke Energy holds Mountain Island Lake above normal pool for flood management. Houses on Main St, Catawba St, and the mill village grid are the most exposed. Houses up the grade toward Belmont Abbey College or out toward the Cramerton line see less impact. On the inspection I check elevation, look for water staining on the interior block, probe the dirt floor for saturation, and give you an honest read on whether you need a full interior drain tile system or whether the encapsulation alone is enough.
Belmont has a designated National Register historic district covering the downtown commercial corridor and portions of the surrounding mill village, but Belmont does not currently have a local historic district commission with design review authority the way Charlotte's Dilworth or Wilmore do. That means exterior work on residential mill houses is generally not subject to a review board. The exception is if your property is individually listed on the National Register and you are using federal or state historic tax credits — that triggers a separate review process. For a standard crawlspace encapsulation with a dehumidifier condensate line exiting the foundation, we route the discharge to a side or rear elevation and paint it to match the trim, and there is typically no review process to work through. For Abbey-adjacent addresses I default to at least a Santa Fe Compact 70 even on smaller footprints, and for houses within a couple of blocks of Daniel Stowe I look hard at whether interior drain tile should be part of the scope even if the house has never had visible standing water. It is a design factor, not a dealbreaker.
Both HOAs have architectural review committees for exterior modifications, but crawlspace work has not triggered committee review in my experience. What they care about is anything visible from the street — landscape screens, mailbox styles, exterior paint colors. A dehumidifier condensate line exiting the foundation on a side or rear elevation, painted to match the trim, has never generated a letter for any client of mine in either neighborhood. If your HOA is stricter than I know, we route the discharge internally to a condensate pump and drain to an existing plumbing stack instead. There is always a solution that keeps the committee out of it.
The install standard is identical — 20-mil reinforced woven poly, individually wrapped piers, mechanical termination bar, sealed vents, Aprilaire or Santa Fe or AlorAir dehumidifier sized to the load, open-cell foam or Rockwool on the rim joist. Where Belmont differs is the Catawba River water table means a higher fraction of jobs need interior drain tile as part of the scope compared to inland Charlotte neighborhoods, and the mill-house belt downtown means a higher fraction of jobs need pier shoring or sill plate repair before we can put liner down. Both of those add to the scope and the price. On a standard 2000s subdivision house in McLean or Reflection Pointe with no water history, the job looks and prices like a comparable Ballantyne or Highland Creek job in Charlotte.
