Two weeks ago I was under a 1978 split-level off Sam Newell Rd, about a mile from Downtown Matthews. The homeowner had lived there since 1994 and had never once been in the crawlspace. The access hatch was behind a rhododendron on the side of the house — I had to trim my way in with a folding saw before I could even open the door. Inside: 22 inches of clearance on a good day, 17 in the low corner where the ductwork bellied down. Original 6-mil plastic torn into strips. Foil-faced fiberglass batts sitting on the dirt in three separate rooms because they had let go of the joist bays years ago. Brick piers on the east wall shimmed with cedar wedges that had rotted to compost. And a slow leak from the master bath drain that had been dripping onto the girder for at least a decade — the wood was spongy across a four-foot span.
That house is not an outlier in Matthews. That house is the standard 1970s-1980s split-level tract build that covers most of the older sections of town — Sardis Rd, John St, Sam Newell Rd, everything feeding off the Matthews-Mint Hill Rd corridor. Union County didn't push south into the current Matthews footprint until the 1980s tract boom filled in the gaps, and then the 1990s and 2000s subdivisions along Independence Blvd and the eastern edge added a second layer of construction on top of the older brick-pier stock closer to Trade St. So under any given Matthews driveway you might be looking at three different eras of crawlspace, each with its own set of problems.
Matthews sits in Mecklenburg County right up against the Union County line — Stallings, Indian Trail, and Weddington are all a five-minute drive from Downtown Matthews. Same Piedmont red clay, same 60 inches of rain a year, same summer dew points hovering in the low 70s from June through September. But Matthews has a specific pattern I don't see as much in the 28277 Ballantyne stock or the SouthPark ranches: split-level layouts with partial basements bridged to partial crawls, low clearance under the crawl side, and the framing carried on brick piers instead of a continuous perimeter foundation. That pier construction is the whole ballgame on these houses. When the piers move — and they move, because most were set on grade instead of on a proper 12-inch footing — the floor system tells you about it in creaks, then in cracks, then in doors that stop closing.
I've been crawling houses in this metro for two decades. Matthews is one of the markets I know best because I grew up ten minutes from here and I've been under enough of these split-levels to sketch the floor plan from memory before I open the hatch. What follows is what I actually see under Matthews houses, what I fix, and what the big regional guys are selling that you don't need on this specific housing stock. Matthews housing breaks into three eras and if you know which one your house is in, you already know most of what's wrong under it.
1970s and 1980s split-level tract (the majority of the older stock) — These are the ranch and split-level neighborhoods that filled in around the old Matthews town core through the late 70s and into the 80s. Streets like Sam Newell Rd, Sardis Rd, sections of John St away from the historic downtown, the neighborhoods off Idlewild Rd bleeding in from the east Charlotte side, and pockets along the Matthews-Mint Hill Rd corridor. The crawl side of a Matthews split-level is typically 20 to 26 inches of clearance — enough to work in if you don't mind belly-sliding past ductwork, not enough for anybody over about six feet tall to be comfortable. The framing is carried on a mix of brick perimeter and interior brick piers, with joists running perpendicular to the long axis of the house. Ductwork was almost always routed through the joist bays rather than in a dedicated mechanical chase, which means every duct joint is a moisture source directly above insulation that will absorb it. Original insulation was foil-faced R-11 or R-13 fiberglass batts, stapled in place, and it has almost universally let go by year 30. If your Matthews house was built between 1972 and 1988 and you haven't been under it in the last ten years, I can tell you within a 90 percent probability what's down there without looking.
Pre-1970s brick-pier construction near Trade St and Downtown Matthews — The older sections of Matthews closer to the historic town core have houses from the 1940s, 50s, and 60s with true brick-pier construction and no continuous perimeter foundation. Trade St itself, sections of John St closer to downtown, and the pockets around the original Matthews town grid. These houses have the tightest crawls — 18 to 24 inches is common, and I've been in some at 15 inches where you're on your back moving with your heels. The brick piers were often unmortared stacks set directly on grade, and freeze-thaw cycles across 60-plus winters have moved most of them. Pier settlement here is real: I see cracked bond beams, sistered joists from previous rounds of repair, and cedar shim stacks that have long since given up. Any encapsulation on a Trade St era house starts with a pier assessment, because you can't seal a crawl with piers that need shoring — the framing will keep moving under a new liner and you'll be back in there in two years.
1990s and 2000s subdivisions along Independence Blvd and the eastern edge — Newer construction along the Independence Blvd corridor, the neighborhoods feeding into Weddington Chase, Providence Downs South just across the Union County line, and the tract subdivisions that filled in through the 90s and early 2000s. These are the taller crawls — 32 to 42 inches of clearance, block perimeter foundations, easier access, better ductwork routing. But the vents were undersized by builder standard (8-by-16 vents on 2,400 square foot footprints is not enough, code minimum or not) and the fiberglass insulation is now hitting the 20 to 30 year mark where it starts sagging out of the bays. Some of the mid-2000s builds got partial builder encapsulations — 6-mil plastic on the ground, vents left open, no dehumidifier, no wall liner — which is not encapsulation, it's a vapor retarder with marketing. Finishing those jobs is a specific scope we run into constantly in the newer Matthews stock.
The Novant Health Matthews campus off Matthews Township Pkwy and the retail corridor around Sportsplex at Matthews mark the newer commercial belt, and the residential development around that infrastructure is mostly post-2000 — taller crawls, easier scope, but the same skipped-dehumidifier problem as any 2000s builder home in the metro.
The Matthews crawlspace problem list is more specific than the general Charlotte metro list because the housing stock is so heavily weighted toward split-level tract with brick pier construction. Here's what I actually find under these houses.
Low crawl clearance — The 1970s and 1980s split-levels along Sam Newell, Sardis, and the John St corridor typically give you 20 to 26 inches of working room on the crawl side. That drops to 15 to 18 inches under the ductwork chases, and even less in the corners where the grade rises. Low clearance changes everything about a job. Every liner sheet has to be cut smaller and worked in through the hatch one piece at a time. Every seam is taped on your side or your back. Dehumidifier placement gets constrained because the unit has to sit somewhere accessible enough to change the filter without a spelunking expedition. When a big regional franchise quotes a Matthews split-level the same as a Ballantyne 2001 tract home with 40-inch clearance, either their quote is wrong or their labor allowance is a joke. Low-clearance work is slower work, period. I plan Matthews split-level jobs at about 1.5x the labor hours of an equivalent square-footage Ballantyne crawl.
Brick pier settlement on the older sections near Trade St — Pre-1970s Matthews houses with unmortared brick pier construction have moved. Every one of them. The question is how much and where. I've been under Trade St era houses where the interior piers had settled 1.5 inches below the perimeter, and the floor system above them was carrying the load through joist tension alone because the pier was no longer contacting the girder. That's a structural repair before the encapsulation goes down — Tiger SmartJack or Grip-Tite adjustable steel post to re-shim the pier, sometimes a new footing dug and poured underneath if the original was just brick-on-grade. Union County code (which applies once you cross the line to Stallings or Weddington) requires 12-inch minimum footing depth on undisturbed soil for any new pier work, and inspectors will fail you if the new footing is set on backfill. Mecklenburg is the same standard. Don't let anybody talk you into a new pier on graded fill dirt — it will move again inside two winters.
Undersized vents from builder standard — Nearly every Matthews house built before 2000 has 8-by-16 foundation vents at code-minimum spacing, which was never adequate for Piedmont summer humidity. The vents are undersized both for the theoretical goal of drying the crawl through cross-ventilation (which doesn't work in Charlotte anyway — the outside air in July is wetter than what's under the house) and for the practical reality of how leaves, mulch, and pine straw block the screens within a couple of years. On the pre-1980s stock the vents are also often sitting below the exterior grade because the yard has been mulched and regraded over decades of landscaping. I've been under houses in Matthews where the perimeter vents were literally underwater during heavy rain because mulch beds had built up above the vent level. Vent sealing is standard scope on any encapsulation and there's no debate about whether to do it — the vent-open crowd hasn't been right about a Charlotte crawlspace since about 1985.
Moisture issues driven by grade and gutter problems — Matthews sits on the same Piedmont red clay that runs across the whole metro, and the specific drainage pattern in the older neighborhoods is toward the houses instead of away. Decades of yard work, landscape bed additions, and driveway sealcoating have raised grade at the foundation on nearly every 1970s and 1980s house I go under. When I show up for an inspection and see mulch beds two inches above the top of the foundation vent, I know before I open the hatch what I'm going to find inside — standing water in the low corners after any storm bigger than a half-inch of rain, efflorescence on the block walls at the wet spots, and rusted-out HVAC drain pans dripping into whatever fiberglass hasn't yet fallen out of the joists. Grade correction and gutter capacity fixes are cheap compared to what a full interior system will do trying to chase moisture that's coming in from outside. On a Matthews inspection I always look at the exterior grade before I look under the house, and I'll tell you on the front porch if exterior work has to come first before interior encapsulation makes any sense. Sometimes the answer is a set of downspout extensions and a wheelbarrow of regrade work, not full interior sealing.
1982 split-level on Sam Newell Rd, near Downtown Matthews. Original owner, second-generation resident who'd inherited the house from her parents. She'd been ignoring a musty smell in the guest bedroom for about two years and finally called after her HVAC tech mentioned mold on the return duct. I crawled the house at 22 inches of clearance on the crawl side (half the footprint was over an unfinished basement, half was crawl). Found the 1982 6-mil plastic torn into rags, foil-faced fiberglass batts sagging out of six joist bays directly above the guest bedroom, standing water in the northeast corner from a downspout that had disconnected from the drain tile at grade, and a rotted section of rim joist about 30 inches long where the duct chase had been leaking condensate for years. Scope was structural repair on the rim joist first (sistered a new 2x10 alongside the rotted section, sealed the duct joints with mastic and UL 181 tape), then tore out all the old plastic and fiberglass, sealed the seven perimeter vents with closed-cell foam blocks and mechanical covers, wrapped the four interior brick piers with 20-mil individually, laid the 20-mil ground liner with 12-inch overlaps and seam-taped every joint, mechanically terminated the wall liner 12 inches up the block, and dropped a Santa Fe Compact 70 on a new dedicated 20-amp circuit with condensate drained to daylight through the northeast corner. Open-cell foam on the rim joist. Three-day job with a two-person crew.
1968 brick ranch on Trade St, one block off the historic downtown grid. The homeowner had bought the house six months earlier and the inspection had flagged elevated moisture and visible microbial growth on the joists. She was in her first year of new-owner learning-curve and wanted the whole thing dealt with before winter. The crawl was 18 inches of clearance on the tight side, 24 on the open side, with interior brick pier construction — nine piers total supporting a center girder. Three of the piers had settled between three-quarters and an inch and a quarter below grade level and were no longer contacting the girder above them. The floor system was carrying load through joist tension alone across those pier locations, which is why the master bedroom floor had a noticeable dip and doors on the upper hallway were binding. Scope: engineered pier repair first with three new footings dug and poured to 14 inches on undisturbed soil, three Grip-Tite adjustable steel posts installed to re-shim to the girder, then full encapsulation — tore out 1968 vintage plastic and fiberglass (the fiberglass had been down there so long it was a solid mat of dust and pest debris), wrapped all nine piers individually, sealed six perimeter vents, ran 20-mil liner with mechanical wall termination, dropped an Aprilaire E070 sized for the tighter square footage, open-cell foam on the rim joist. Five-day job because of the structural work sequencing. No Historic District review triggered because the condensate line exited on the rear elevation not visible from the street.
2004 subdivision home off Sardis Rd, between Matthews and the Stallings town line. Homeowner had a builder partial encapsulation from original construction — 6-mil plastic on the ground, unsealed vents, no dehumidifier, no wall liner, no pier wraps. He'd been told at closing 20 years earlier that his crawlspace was already encapsulated and hadn't thought about it since. Called after his HVAC bill jumped and a service tech pointed at the crawl humidity meter reading 78 percent in June. Standard finish-the-builder-job scope: tore out the 6-mil (kept the reasonably intact fiberglass rim insulation the builder had installed, spot-replaced two sagging sections with new Rockwool R-15), sealed the eleven perimeter vents, laid 20-mil ground liner with 12-inch overlaps, wrapped the six interior block piers individually (block piers, not brick — different construction era), mechanical wall termination bar at 12 inches, dropped a Santa Fe Ultra98 sized for the 2,400 square foot footprint, dedicated 20-amp circuit, condensate to daylight through the west foundation wall. Two-day job because the newer construction had 38 inches of clearance and no structural repair was needed. Humidity was under 50 percent within 72 hours of the dehumidifier running.

It changes it a lot. The basement side is already conditioned (or should be) and the crawl side needs to become conditioned space to match it. What matters most is the transition wall between the two — that's usually a block or concrete wall running down the middle of the house, and it needs to be sealed and insulated on the crawl side so you don't have humid crawl air migrating into the basement or vice versa. We wrap that wall with 20-mil liner and terminate it just like a perimeter wall, and if there's any penetration between the two spaces (a doorway, an open framed opening, ductwork chase) that gets sealed too. Dehumidifier goes on the crawl side, sized for the crawl cubic footage not the whole footprint. The basement usually has its own moisture management if it's finished. If it doesn't, that's a separate conversation.
Yes and I do it as part of the free inspection. On any pre-1980s Matthews house with brick pier construction, I probe every pier with a level and check whether it's still in full contact with the girder above. Piers that have settled below grade or lost contact are structural repair and have to be addressed before the liner goes down. I document what I find with photos and give you a written scope that separates the pier work from the encapsulation work so you can see what each piece costs. On some older Trade St era houses the pier work is bigger than the encapsulation itself. On others every pier is still doing its job and the encapsulation is straightforward. You won't know until somebody actually looks.
Not for the encapsulation itself — vapor barrier, sealed vents, and interior work don't need a permit in Mecklenburg. The dehumidifier's dedicated electrical circuit needs an electrical permit, which we pull through CityInspect.charlottenc.gov. Any structural repair — sistering joists, replacing a girder, new pier footings, subfloor patching — needs a Mecklenburg building permit and inspection. If your house is on the Union County side (Stallings or Weddington adjacent to Matthews), permits go through the Union County office in Monroe and their inspectors are stricter on footing depth for pier work. Either way, permits are our responsibility as part of the scope, not yours.
Probably both, but start with the drainage. On the older Matthews neighborhoods where the yards have been mulched and regraded over 40 years, the exterior grade at the foundation is often sloped toward the house instead of away, and downspouts are often discharging within 3 feet of the foundation. On the inspection I look at exterior first. If a couple hundred dollars in downspout extensions and a wheelbarrow of regrade work will solve the puddling, that's what I'll recommend first — sometimes as a standalone job, sometimes as a prerequisite before the encapsulation. If the exterior is already competent and water is still getting in, then we're talking interior drain tile inside the footing, sealed sump basin, Zoeller M53 primary pump, Wayne battery backup mounted above the flood plane. That goes in before the 20-mil liner so nothing has to be moved to add it later.
Open the hatch and look at the ground. If it's 6-mil clear or black plastic with no wall liner running up the block and no dehumidifier down there, that's a builder partial encapsulation and it's not doing what you think it's doing. Real encapsulation is 20-mil reinforced woven poly on the ground, individually wrapped piers, wall liner running 12 inches up the block terminated with a mechanical bar, sealed vents, and a dehumidifier holding humidity under 55 percent RH. If any of those pieces are missing, you have a partial job. On the 90s and 2000s subdivisions off Independence Blvd and Sardis Rd toward Stallings, I see partial builder encapsulations constantly — probably a third of the finish jobs I do in Matthews are on this housing stock.
