Last spring I dropped into a 1937 Cannon Mills company house on Dale Earnhardt Blvd — one of the mill houses that survived the commercial-strip development on the east side of the city — and the vapor barrier situation was what I expected. There was no vapor barrier. There had never been a vapor barrier. There were fragments of what looked like builder poly from a 1970s or 80s attempt at moisture retrofit balled up around the pier bases, mostly torn to shreds by rodents and the last HVAC tech to crawl under there. Bare Piedmont red clay was pumping humidity into the 22-inch crawl at 100 percent RH every day of the year and the girder above had been sitting in that environment since Herbert Hoover was president. This house needed a full encapsulation, not just a vapor barrier — but the homeowner had a budget and had asked about vapor barrier specifically because that was what the previous contractor had quoted at a low price and they wanted a second opinion.
Here is where I have to be blunt about vapor barrier as a standalone scope on Kannapolis mill housing. A vapor barrier by itself — just plastic on the ground, no vent seals, no wall termination, no dehumidifier — is what building code calls a Class I vapor retarder and what the industry calls Class C encapsulation. It slows moisture migration from the soil into the crawl air, but it does nothing about the outdoor air coming through the open vents on humid summer days, which is where most of the moisture load in a vented Charlotte-metro crawl actually originates. Or as a phased approach where the homeowner is committing to the full encapsulation over 18 months and we are laying the liner first as budget allows. Or on a house we are quoting where the moisture history is borderline and we are recommending liner-plus-monitoring before committing to a dehumidifier. The process for a standalone 20-mil vapor barrier install on a newer Kannapolis subdivision house is straightforward but the site prep matters more than most homeowners think. Skipping the mechanical termination and just taping the liner to dusty block is the shortcut that fails inside two summers because the liner walks down the wall and you end up with a swimming pool with a lid. We do not skip it.
For a phased approach where the homeowner is going to add vent seals and a dehumidifier later, we install the liner with the vent seals and dehumidifier discharge pattern already planned so the future work can drop in without disturbing the liner. The dehumidifier location gets marked. The condensate discharge run gets planned. Vent locations get inspected for how they will seal in phase two. This is not just a liner install, it is phase one of an encapsulation with the schedule pushed out.
On a 1930s Cannon Mills house where the homeowner insists on standalone vapor barrier despite my recommendation for full encapsulation, the process is the same but with additional site prep for the 22-inch clearance and the accumulated rodent damage. Rodent exclusion still has to happen (hardware cloth on rim joist penetrations, foam sealing duct passthroughs, replaced crawl door) or the new liner will be full of holes within 12 months. Cabarrus County and Rowan County do not require a permit for vapor barrier installation in either scenario.
20-mil reinforced woven poly is the specification for any vapor barrier install we do — Americover, Viper CS, or YellowGuard depending on what the supplier has in stock. Not 12-mil, not 10-mil, and definitely not the 6-mil builder plastic that we tear out on nearly every job. The 20-mil handles foot traffic without punching through and the woven scrim gives the seam tape a permanent grip. On the tight 22-inch Cannon house clearances the 20-mil is also more forgiving because it does not tear when a knee catches an edge during install. Cost difference between 20-mil and 12-mil is small compared to the labor of tearing out and redoing the liner in year six.
Seam tape is Polyken 337 or Nashua 357 double-sided PSA. We top-tape every seam for redundancy. Butyl was our default on early jobs before we learned that butyl creeps in the heat and seams walk apart on any crawl that sees summer temps before the dehumidifier is set — and if you are doing a standalone vapor barrier scope, there is no dehumidifier, so the crawl will absolutely see summer temps. Double-sided PSA is what holds.
Perimeter termination bar is 1-inch by 1/8-inch aluminum stock fastened with 2-1/4-inch Tapcon or equivalent masonry screws on 12-inch centers, bedded in SikaFlex-1a polyurethane sealant. On the older Cannon houses with mortared brick perimeter or the newer subdivisions with block foundation, the mechanical termination is what makes the liner stay put through 20 summers. On the mill houses where the perimeter is brick pier with no continuous foundation (open or skirted), the liner terminates against the individual piers and the concrete pad, not against a continuous perimeter — which is a slightly different install technique that we handle differently on a house-by-house basis.
For phased jobs where the homeowner is going to add vent seals and a dehumidifier in phase two, we plan the dehumidifier location (usually near an interior pier line for accessibility and near a discharge path), mark the vent locations for future foam block sealing, and route any interior perimeter drain tile if the house has a documented standing water history. The phase-two dehumidifier will be an Aprilaire E070, Santa Fe Compact 70, or AlorAir Sentinel HDi90 depending on cubic footage and moisture load — we spec it in the phase-one written proposal so the homeowner knows the total commitment.

If budget is the constraint, ask about phasing the full encapsulation over 12 to 18 months — we can lay the liner first, add vent seals and dehumidifier when budget allows. It will work on paper. In practice the first HVAC tech who crawls in there to change your filter puts a knee through it, and now you have a hole feeding humidity right back up through the liner. 20-mil does not tear under foot traffic and holds the seam tape better long-term because the woven scrim gives the adhesive something to grip. The material cost difference on a typical Cannon house is small compared to the labor of tearing the whole thing out and redoing it in year six when the 12-mil is shredded. I have never regretted specing 20-mil. I have regretted the two times early in my career I let a homeowner talk me down to 12-mil to save money. Both liners came back before year five.
A properly installed 20-mil liner with individually wrapped piers and mechanical termination should give you 20 to 25 years of the liner intact. What limits the useful lifespan of a standalone vapor barrier (no vent seals, no dehumidifier) on a mill house is not the liner failing — it is the fact that the underlying moisture problem is still not solved, so the crawl is still humid, the framing is still absorbing moisture, and the mold and rot conditions are still slowly progressing. So the liner might last 25 years but the framing might not. That is why on the mill houses I push for full encapsulation, not just vapor barrier.
No. NC Residential Code Section N1102.2.11 for conditioned crawlspaces requires sealed vents and mechanical dehumidification (or supply air from the HVAC system, which is a poor fit for retrofits). A vapor barrier by itself is a Class I vapor retarder over the soil, not a conditioned crawl. If you are looking to convert your crawl to conditioned space (which affects insulation approach, HVAC design, and can affect appraisal on some Kannapolis new construction), you need the full encapsulation scope with a dehumidifier.
