Two Aprils ago I got a call from a woman on Main St in the West Kannapolis mill village — one of the original Cannon Mills company houses, built in 1932, still had the same front porch her grandfather sat on. She said the house smelled like a wet basement even though it did not have one. I drove up on a Wednesday morning, popped the hatch on the side of the house, and slid into a crawl that had 22 inches of clearance at the beam and about 18 at the pier line. The dirt was black. The plastic — what was left of it — was original 6-mil from a Cannon Mills maintenance crew that had been doing house-by-house 'moisture control' updates in the late 1960s. It came apart in my hands like wet newspaper.
The ductwork was worse. Sheet metal supply trunk running down the center of the crawl, insulated with a 1970s foil-and-fiberglass wrap that had turned into a rodent condo — I could see droppings tracked from a hole in the rim joist all the way to the return plenum. The bottom of the supply trunk had rusted through in two spots and the drip pan under the air handler was a shallow dish of standing rust water. Girders had that dark waterline stain along the bottom edge that tells you the crawl had been holding humidity above 80 percent for decades. A 2x8 joist over the kitchen probed soft with a screwdriver right at the bearing. The homeowner had no idea. She just thought old houses smelled like that.
Kannapolis is not Charlotte. It is not even Concord, though it shares a county line and about half its geography with Cabarrus. It is a 1930s mill town that a company built as a company town — Cannon Mills laid out streets, put up thousands of nearly identical one-story frame houses on brick pier foundations, wired them, plumbed them, and rented them to their textile workers. Then Fieldcrest bought Cannon, then Pillowtex bought Fieldcrest, then in 2003 Pillowtex went under and 4,800 people lost their jobs in a single day. Then the state showed up with the N.C. Research Campus and started building a biotech district on the old mill footprint. Then the Kannapolis Intimidators baseball team came in on Dale Earnhardt Blvd. Then the housing developers followed and started dropping 2000s and 2010s subdivisions on the former mill farmland north of town.
What that means for a crawlspace inspector is that this city runs two completely different housing populations sitting on the same red-clay Piedmont soil, and neither one was designed with modern moisture management in mind. The 1930s Cannon houses are cramped, low, brick-pier, no perimeter, original 6-mil if you are lucky and nothing at all if you are not. The 2000s and 2010s new-construction stock has proper block perimeters and taller crawls but the builders skipped the dehumidifier and left the vents open, same as every other Charlotte-metro subdivision from that era. I have been under both kinds of house in the same day plenty of times. The Cannon houses take longer. The dominant Kannapolis housing stock is Cannon Mills company houses built between 1927 and about 1939. Thousands of them. Most are one-story frame with a shallow gable roof, wood siding that has been vinyl-clad on most of them by now, and a footprint around 900 to 1,300 square feet. The foundations are brick pier — sometimes just three or four courses of unmortared brick stacked on a concrete pad the size of a dinner plate, sometimes on a proper footing if you are lucky. Perimeter is either open (skirted with a lattice) or infilled with a later brick veneer that does nothing structural and everything to trap moisture. Crawl clearance from grade to the bottom of the joist runs 18 to 26 inches. You are on your belly the whole day.
These houses cluster in the original mill villages — West Kannapolis, East Kannapolis, and the stretch along S Ridge Ave and Main St that used to be worker housing walking distance from the mill gate. The current Kannapolis Downtown around the old Cannon Village retail area has some of the original mill housing preserved as historic, and the city has designated several blocks for historic character review, though it is not as strict as the Charlotte historic districts. Cannon Blvd on the east side has a mix of mid-century post-mill housing from the 1950s and 60s — brick ranches with block perimeters, more like what you see in Cotswold or Beverly Woods down in south Charlotte, but built for mill supervisor money instead of professional-class money, so smaller footprints and tighter build.
Then in the mid-2000s the housing developers came in on the back of the N.C. Research Campus announcement and started dropping subdivisions on the former mill farmland north of town toward Enochville Rd and out toward Trinity Church Rd on the Rowan County side. Village Park is one of the big early-2000s subdivisions off Main St extension, with 2,000 to 2,800 SF two-story homes on block perimeter foundations, 36 to 42 inch crawls, standard 8-by-16 vents on 12-foot centers, and 6-mil builder plastic on the dirt. Forest Park is a similar-era neighborhood with a similar profile. There are a half-dozen smaller subdivisions like them scattered around the north and northeast side of the city, plus scattered infill along Dale Earnhardt Blvd where developers filled in gaps between the old mill village and the newer commercial strip.
The 2010s and 2020s brought a wave of even newer construction — some of it built on former mill land that the city consolidated after Pillowtex went under, some of it out along the Kannapolis Pkwy corridor connecting to Concord. These newer houses have taller crawls again, sometimes 44 to 48 inch clearance, and a few of them actually have partial builder encapsulations from developers who saw the writing on the wall after the 2012 code changes. Those partials are almost always incomplete — ground liner, no wall liner, no dehumidifier, vents left open — same story as University City and Highland Creek down in Charlotte. About a third of our newer-construction Kannapolis jobs are finishing those partials rather than starting fresh.
The original 6-mil plastic in the Cannon Mills houses is the first thing I check for and it is failing on almost every one. When Cannon Mills or its successors did moisture retrofits in the 1960s and 70s, they laid down cheap builder polyethylene, weighted the edges with concrete blocks in some places and nothing in others, and never sealed the seams. Fifty years of soil movement, animal activity, HVAC vibration, and periodic homeowner or handyman crawls have shredded it. What I find is fragments — a piece here, a rag there, mostly bare dirt with plastic scraps balled up around the pier bases. Under those conditions the soil is pumping 100 percent RH into the crawl every day of the year and the wood framing is sitting in a permanent condensation zone. I have pulled subfloor sections in West Kannapolis where the joist bearings were black-stained and spongy for six inches out from the pier.
HVAC in the crawl is the second constant. Cannon Mills houses did not originally have central heat and air — most of them were retrofitted between the 1960s and the 1990s, and the cheapest place to run the ductwork was through the crawlspace. So now you have sheet metal supply trunks running the length of a 22-inch-clearance crawl, wrapped in whatever insulation was standard when the retrofit happened. Foil-and-fiberglass from the 1970s, gray fiberglass batt from the 1980s, some of the 1990s stuff has R-4 duct wrap that is now compressed to about R-1. The air handlers are usually in a closet at the back of the house with a drain pan that discharges into the crawl. Half the time the drain line is disconnected or clogged, so the pan overflows onto the dirt on high-humidity days. Some of the older units have their return plenum built directly out of the joist bays with duct mastic and prayer — meaning every cubic foot of return air is being pulled through whatever is going on in the crawl. If there is rodent activity, mold on the joists, or standing water, that air is going into the house.
Rodent history in the mill village houses is universal. These houses have been standing for 90 years, they have wood floor systems close to grade, and half of them have exterior brick veneer skirting that gives rats a covered highway between houses. What I find in the crawls is generations of nesting material — fiberglass batts pulled down into pier bases, insulation shredded into piles under the ductwork, droppings tracked along every joist, and gnawed holes in the rim joist and the sole plate. Sometimes there are active tunnels through the dirt. Before we can do anything in these crawls we have to address rodent exclusion — usually 1/4-inch hardware cloth over every rim joist penetration, foam sealing every duct penetration, and a proper mechanical seal on the crawl access door. The lattice skirting the previous owner installed to hide the piers is worthless from a rodent standpoint and often has to come off.
Cabarrus and Rowan County boundary confusion is a real thing here. Kannapolis is unusual because the city limits straddle two counties — the southern and central parts sit in Cabarrus, the northern part above roughly the Trinity Church Rd area crosses into Rowan. Which county your house is in determines the permitting jurisdiction, the property tax rate, and — for our purposes — which building department reviews any structural repair permits. Cabarrus County permits through the office in Concord. Rowan County permits through Salisbury. The two counties have slightly different inspection cultures — Rowan tends to be a little slower on turnaround but flexible on scheduling, Cabarrus is faster but stricter on pier footing depth verification. Homeowners routinely have no idea which county they are actually in because the mailing address says Kannapolis regardless. We check the parcel record before we quote any permit-scope work.
The other issue specific to Kannapolis is the water table variation between the older mill village neighborhoods (which sit on a slight ridge above Rocky River and its tributaries) and the newer subdivisions to the north (which sit closer to the Rowan-Cabarrus watershed divide). The mill village crawls are usually dry — the ridge sheds water and the piers are on relatively stable clay. The northern subdivisions off Trinity Church Rd and Enochville Rd have pockets of shallower water table where the soil is more silty and holds water longer after a storm. I have been in Village Park crawls that had two inches of standing water in a low corner after a summer thunderstorm and dry crawls two streets over. Grading and gutter management make more difference in the newer neighborhoods than in the mill village.
Last spring we did a full encapsulation on a 1934 Cannon Mills company house on Main St in the West Kannapolis mill village. 1,050 SF footprint, 22-inch crawl clearance, original brick piers on undersized footings, 40-year-old 6-mil plastic torn to rags on the ground. Before we could put down the liner we had to shore two of the interior piers with Tiger SmartJacks and reset a third that had settled about 1.5 inches out of plumb. Rodent exclusion took a full day on its own — hardware cloth on every rim joist penetration, foam-sealed every duct passthrough, replaced the crawl door with an insulated gasketed hatch. 20-mil Americover liner over the ground and up the block skirting, individually wrapped piers, mechanical termination bar with SikaFlex-1a bedding, Aprilaire E070 dehumidifier on its own 20-amp circuit — pulled the Cabarrus County electrical permit for that. Removed the failing 1970s duct wrap and replaced with R-6 flex insulation on the supply trunk. Total scope was four days on site. Homeowner said the wet-dog smell was gone by the end of week two.
In the fall we hit a 2004 two-story on Village Park Dr — 2,400 SF, 38-inch crawl clearance, block perimeter foundation, standard 8-by-16 vents, 6-mil builder plastic still mostly intact but no dehumidifier and no vent seals. Classic 2000s builder job, moisture load was pushing the crawl RH to 87 percent in September. Straightforward encapsulation: torn out the 6-mil, sealed all 14 vents with closed-cell foam blocks and mechanical exterior covers, 20-mil Viper CS liner, wrapped all 12 interior piers individually, mechanical termination bar to the block walls, Santa Fe Compact 70 dehumidifier discharging to a gravity drain that daylighted at the rear of the lot. Rim joist got open-cell spray foam at 3 inches — Icynene. Two-day job with a three-person crew. Crawl RH dropped from 87 to 51 within about 10 days of the dehumidifier commissioning.
The third one I remember well was on Cannon Blvd — a 1962 brick ranch that sat on the east side of the mill village area, similar era to Cotswold but a smaller footprint. Homeowner had been fighting a musty smell in the master bedroom for years and had already spent money on two 'partial encapsulations' from other contractors that had both failed inside three years. First one had skirted the piers instead of wrapping. Second one had used tape on dusty block for the wall termination. Both liners had walked down and the second one had trapped water behind the wall. We tore out both failed installs — took a day and a half just for demo and haul-out — and started fresh with 20-mil YellowGuard, individually wrapped piers, proper mechanical termination bar, and an AlorAir Sentinel HDi90 for the 1,800 SF footprint because the moisture history was ugly. Also installed interior perimeter drain tile and a Zoeller M53 sump with a Wayne WSS30V battery backup because the crawl had a standing water history the previous contractors had ignored. Five days on site total. That homeowner had spent almost as much on the two failed jobs as our correct install cost, and both of the earlier scopes had been sold by regional franchises with TV budgets. On the Trinity Church Rd side we did a similar rescue job in a 2007 subdivision that summer — different neighborhood, same story of a partial builder encapsulation that never included the dehumidifier.

It is worth it, and it is more urgent on these houses than on newer stock. The 1930s Cannon houses have a specific failure profile: 90 years of humidity has been degrading the original framing, the rodent activity is nearly universal, and the ductwork retrofits from the 1960s through 1990s were done without any moisture consideration. What that adds up to is subfloor and joist deterioration that gets exponentially more expensive to fix the longer you wait. A full encapsulation on a 1,000 to 1,200 SF mill house is not a small job — the tight clearance means everything takes longer and the rodent exclusion is real work — but it stops the clock on structural rot. The alternative is finding out in year five that the girder over your kitchen has lost cross-section and needs to be replaced with permits and shoring and a week of demo, which is a much bigger bill than the encapsulation would have been.
It matters for permits. Kannapolis city limits straddle the two counties — most of the older mill village and downtown is Cabarrus, some of the newer subdivisions to the north cross into Rowan, and the dividing line runs roughly along the northern edge of the older city grid. Your parcel record on the county GIS site will tell you definitively. For encapsulation itself, no permit is required in either county. For the dehumidifier's dedicated 20-amp circuit, that is an electrical permit — Cabarrus permits through Concord, Rowan permits through Salisbury. For any structural repair like sistering joists or replacing a girder, same split. We handle the paperwork either way. The two counties have slightly different inspection cultures but nothing that changes the scope or price.
The duct wrap and pan situation is our lane if it is affecting the crawl. We can replace failing duct insulation, seal duct joints with mastic, and address a leaking drain pan that is discharging into the dirt. What we do not do is replace the air handler itself or move the ductwork — that is HVAC contractor scope and we will refer you to somebody good. But the encapsulation plan on a mill house nearly always includes duct assessment because you cannot seal the crawl and then leave a rusted-through supply trunk pumping conditioned air into the encapsulated space and blowing crawl air back into the house through leaky returns. We coordinate with the HVAC contractor when the scope calls for it. If the air handler is at end of life we will tell you and let you make the call before we start.
No, and I hear that one a lot. What is true is that a 1930s mill house takes more work than a 2005 tract home — the low clearance means the crew is on their belly instead of their knees, the brick piers sometimes need shoring before we can work safely under a section, the rodent exclusion is a full extra day, and the ductwork issues are more involved. All of that shows up in the scope and the price. But there is no house age where encapsulation stops making sense. What that contractor was probably saying is 'my crew does not want to work in a 22-inch crawl.' Fair enough — some crews only do the tall-crawl newer construction. We do both. About a third of our Kannapolis work is on the original mill village housing.

But by year 15 you have degraded 6-mil, rim joist insulation that has fallen down, and crawl RH pushing 85 percent every summer. Straight-ahead 20-mil retrofit, vent seals, pier wraps, dehumidifier, done in two or three days for a typical footprint. Neither Village Park nor Forest Park HOA has ever objected to a properly routed condensate line in our experience.
