Two Octobers ago I got a call at 6:47 on a Wednesday morning from a woman who had bought a 1919 downtown Concord house on Union St and turned it into a short-term rental for race weekends at Charlotte Motor Speedway. Her guests for the Bank of America ROVAL 400 were checking in Friday afternoon. Thursday night the forecast was 78 degrees and a dew point of 72. She had woken up to a report from the previous weekend's guests saying the downstairs bedroom smelled like a wet basement, and her cleaning crew had just texted her a photo of black spotting on the baseboard behind the nightstand. She had 54 hours and a fully booked race weekend on the line.

I was under that house by 8:15. Original brick pier construction, unmortared stacks four courses tall on hand-dug footings that predated the concept of a footing inspection. The 1919 crawl had 22-inch clearance in the middle and 14 inches at the perimeter where the sill was pinched down against the grade. Someone in the late 1970s had thrown a sheet of 4-mil painter's plastic down and called it a vapor barrier. It was in strips. There was standing water in the northwest corner because the downspout that used to drain to a splash block had been shortened during a 2015 landscape refresh so it dumped six inches from the foundation wall. The girder over that corner had 22 percent moisture content. My probe went into the sill plate an inch and a half before I hit sound wood. Her guests were going to breathe that.

Concord is not Charlotte. It looks like Charlotte if you drive up I-85 from Uptown, but the housing story is completely different and the county rules are completely different and the fixes have to account for both. You have a downtown core built before the First World War on brick piers with no continuous perimeter, wrapped in a mile-wide belt of 1990s-through-2020s subdivisions that went up when the Charlotte Motor Speedway and Concord Mills turned this into a growth market. Then Kannapolis Pkwy connects you to another county's problems and the whole thing sits on Cabarrus County red clay that behaves a little different than Mecklenburg's clay because it is closer to the Uwharrie fall line. Same 60 inches of rain a year. Same 70-plus dew points in July and August. Different housing stock, different permit office in downtown Concord instead of the Mecklenburg county office in Charlotte, and a race-week rental economy that means half our summer callbacks are landlords trying to solve a moisture problem before Friday check-in.

Concord's housing story splits cleanly into two eras and one weird middle. The downtown core, wrapped around Union St and Cabarrus Ave and Church St and Warren C Coleman Blvd, is pre-World War Two brick pier construction. Textile-era money built substantial two-story frame and brick houses here starting in the 1890s and running through the 1930s, and the surviving stock is what you would expect: unmortared brick pier foundations on hand-dug footings that predate any code, 20 to 28 inches of crawl clearance if you are lucky, original hand-hewn floor joists that measure a true 2-by-8 or 2-by-10 (not the nominal dimensions modern lumber gives you), and rubble-fill perimeter walls where somebody in 1948 tried to enclose the crawl by stacking whatever brick and stone was on hand. The Downtown Concord Historic District covers a lot of this housing, and any exterior work visible from the street routes through Concord's Historic Preservation Commission before you touch it. The pier stacks in these houses are often the original 1900s brick, and every third or fourth one has settled enough that the girder above it is bearing on a shim stack of cedar and wedges that some contractor added in 1974 and nobody has looked at since.

The mile-wide suburban belt is a completely different animal. Starting in the late 1980s and accelerating hard after Charlotte Motor Speedway hosted the first Coca-Cola 600 as a Cup race event, Concord grew out along Poplar Tent Rd, Kannapolis Pkwy, and the corridor toward Concord Mills that opened in 1999. HOAs like Christenbury off Poplar Tent, Moss Creek on the north side, Cox Mill in the school-district-driven growth belt near Cox Mill High School, and Robinson Church along the Harrisburg-adjacent Robinson Church Rd corridor all went up in this window. These are block-perimeter foundations, 30 to 48 inches of clearance, standard vinyl-siding tract homes on quarter-acre to half-acre lots, most with builder-grade 6-mil plastic on the dirt floor and undersized 8-by-16 foundation vents that the framer punched every 8 feet and called it a day. The 2000s builds in Christenbury and Cox Mill often have taller crawls because the lots have some grade and the builder ran the foundation down to establish the finished floor elevation. Cox Mill in particular has homes with 42-inch crawl clearance across most of the footprint, which is a working man's dream after a decade under Dilworth bungalows.

The weird middle is the housing that went up between roughly 1948 and 1985 along the Cabarrus Ave and Church St extensions, and out along Old Charlotte Rd and the older sections of Poplar Tent before the subdivision wave. This is post-war ranch and split-level construction, often on shallow block-perimeter crawls with the same undersized-vent problem you see in Charlotte's Cotswold and Beverly Woods. Foil-faced fiberglass batts in the joist bays, some of them still hanging and some in a pile on the plastic. Original ductwork routed through the joists rather than in a mechanical room, with 40-year-old flex duct sagging into the crawl airstream and taped joints that have long since surrendered. The Robinson Church corridor between Concord and Harrisburg has a lot of this stock and it comes up for sale constantly as the original owners age out. These houses need the same treatment as their Charlotte cousins with one twist: some of them are on well and septic instead of city utilities, and the septic tank access sometimes runs through the crawl in ways that complicate liner layout. We plan around it.

Then there is the Concord Mills area itself and the short-term rental belt. When Concord Mills opened and Charlotte Motor Speedway ramped up its event calendar to include the Coca-Cola 600, the Bank of America ROVAL 400, the All-Star Race, and multiple Xfinity and Truck series events, downtown Concord became a rental market for people who did not want to pay Uptown Charlotte hotel prices on race weekends. Historic homes on Union St, Cabarrus Ave, and the side streets got renovated into Airbnbs and VRBOs. Some of the renovations addressed the crawl. A lot did not. Race week comes four to six times a year and demand spikes hard for two or three days, which means the rental economics only work if the house presents clean to guests for those windows. A moist crawl with a musty first-floor smell is a review-killer, and a bad review on race weekend costs you the next four bookings. We have a whole subsegment of the business now that is downtown Concord rental owners trying to get ahead of a review before Friday check-in.

What actually breaks under Concord houses.

Downtown Concord pre-World War Two housing has three problems that show up on nearly every inspection. First, the original brick piers were laid on hand-dug footings that predate the 12-inch minimum footing depth in the modern code, and a hundred years of freeze-thaw cycles combined with red clay expansion under the pier stack have caused differential settlement. You end up with piers that have dropped a half-inch to an inch and a half from the elevation they were laid at, and the girder above compensates by bowing until somebody in the 1970s or 1980s shims the low pier with cedar wedges. Those cedar wedges are 40 years into a decay cycle that they were never engineered for. When we go under a Union St or Cabarrus Ave house, the first thing I do after the general walk is probe every pier top and every shim stack. If a shim comes apart under a screwdriver, that pier is bearing on nothing and the girder above is transferring its load to the two piers next to it, which are already carrying more than they were meant to. That is a shore-and-repair job with a Grip-Tite adjustable steel post and a new concrete footing, and it happens before we touch anything else.

Second, downtown Concord houses of that era were built with rubble-fill or dry-laid stone perimeter walls between the piers rather than continuous foundation walls. Somebody usually attempted to enclose the crawl in the mid-20th century by stacking loose brick, sometimes with a skim of mortar, but the seal is theatrical. Groundwater and radon and humidity all pass through it like it is not there. When you go to encapsulate a pre-war Concord house, you cannot just wrap a liner up the perimeter wall because the perimeter wall is a colander. What you have to do is address the interior perimeter with a mechanical termination bar bedded in SikaFlex-1a into whatever intact courses of brick you can find, and accept that the wall behind the liner is going to see moisture — which means the vapor barrier and dehumidifier have to be sized generously and the humidistat has to hold at 55 percent RH through a Cabarrus County August or the whole system fails.

Third, the subdivision belt has a completely different problem: block-perimeter crawls from 1990 through 2010 that were built with the right materials but the wrong details. Christenbury, Moss Creek, and Cox Mill homes almost universally have 8-by-16 foundation vents spaced too widely, 6-mil polyethylene on the dirt floor that is torn to shreds within a decade, foil-faced fiberglass batts stapled into the joist bays that fall out around year 12 to 15, and no dehumidifier. The moisture story is textbook: dew point in July averages 71 degrees, the crawl airspace runs 78 to 82 degrees, condensation forms on every cold supply duct and every foil batt facing, and by August the joists directly above the air handler have visible surface fungal growth and RH readings in the mid-90s. We finish out these subdivision jobs constantly. The pattern is: tear the fiberglass, seal the vents with closed-cell foam blocks and mechanical covers, wrap the piers individually, terminate the walls with mechanical bar, drop a Santa Fe Compact 70 or Aprilaire E070 depending on cubic footage, and the RH stabilizes at 50 to 55 percent within three weeks.

Then there is the Cabarrus County permit reality, which is a real difference from Mecklenburg. The Cabarrus County Building Inspections office in downtown Concord handles all permits for Concord, Harrisburg, Kannapolis (the Cabarrus County portion), and unincorporated areas. Structural repair like sistering joists, replacing a girder, adding steel piers, or patching subfloor requires a Cabarrus County building permit and inspection. The dedicated electrical circuit for the dehumidifier requires a Cabarrus electrical permit. The encapsulation itself, same as Mecklenburg, does not require a permit — vapor barrier, sealed vents, and the dehumidifier as an appliance are not permitted trades in North Carolina. Where Cabarrus differs from Mecklenburg in practice is inspector strictness on pier footings: Cabarrus inspectors will fail a new pier footing that is not on undisturbed soil, and they will fail it hard if you tried to shortcut the 12-inch depth requirement by pouring on top of fill. We plan for that. Downtown Concord Historic District review, which is separate from county permitting, applies to any exterior modification visible from the street on a designated property, and dehumidifier condensate lines exiting the foundation wall on a front elevation trigger review. We route those to side or rear elevations by default, but if the house is a corner lot or has a front-facing crawl access, we handle the Historic Preservation Commission submission as part of the scope. Harrisburg and Kannapolis do not have their own historic districts of the same scope, but the older downtown Kannapolis mill-village area near Cannon Village is under some architectural review for exterior work.

Concord's humidity load is nearly identical to Charlotte's — same Piedmont weather, same 60-inch annual rainfall, same 65-to-75-degree dew points from May through September. What differs slightly is the soil profile. Cabarrus County sits closer to the Uwharrie fall line than central Mecklenburg, and you get more variable soil in a single subdivision — one lot might be red clay to 40 inches and the neighboring lot might hit rock at 18. Christenbury and Cox Mill both have pockets where drainage patterns are unpredictable because the underlying grade transitions from clay to weathered granite within a single street. We do a lot of exterior grading and gutter diagnosis before we commit to interior drain tile in this belt, because the surface fix sometimes solves what looks like a foundation problem.

Last month we finished a 1919 two-story frame house on Union St in downtown Concord for a couple who had bought it eight months earlier and were renting it out on race weekends. 1,650 square feet of crawl footprint, unmortared brick pier construction with 24-inch clearance in the middle and 16 inches at the perimeter, four decades of shredded 4-mil painter's plastic on the dirt, and a dehumidifier-free environment holding 88 percent RH in July. Two piers on the west side had settled almost an inch and were being carried by cedar shims that came apart under a probe. We shored the girder with a Grip-Tite adjustable steel post while we rebuilt both pier footings to 12-inch Cabarrus code depth. That was a Cabarrus County building permit and it passed on the first inspection because we sent the inspector photos of the footing depth and soil condition before the pour. Then we did the encapsulation: 20-mil Americover woven poly with 12-inch overlaps, individually wrapped piers with Polyken 337 seam tape, mechanical termination bar along the intact perimeter courses bedded in SikaFlex-1a, closed-cell foam blocks and mechanical covers on the four vents, and an Aprilaire E070 on its own 20-amp circuit (Cabarrus electrical permit, passed inspection). RH dropped from 88 to 52 percent in 18 days. The next race weekend booked without incident and the review mentioned how clean the house smelled.

Two weeks before that we did a 2,400 square foot 2003 build in Christenbury off Poplar Tent Rd. Block perimeter, 38-inch crawl clearance, textbook builder-grade 6-mil polyethylene torn in three places, foil-faced fiberglass batts about 60 percent still in the joist bays and 40 percent on the ground. Vents were the standard 8-by-16 punched every 8 feet, and the crawl was running 84 percent RH in mid-June. Homeowner had noticed her downstairs primary bedroom smelled musty when the AC kicked on in the mornings and the HVAC company had flagged rusted-through supply duct sections during a spring service. We tore the fiberglass, sealed the vents, put down 20-mil YellowGuard with wrapped piers, terminated the walls with mechanical bar, replaced two supply duct sections that were beyond repair, and dropped a Santa Fe Compact 70 with drain to daylight through the existing exterior grade. Rim joist got 3 inches of open-cell spray foam (Icynene) after we cleaned out the fiberglass. Total on-site work was three days with a two-person crew, no permits required for the encapsulation itself. Ductwork replacement was a coordinated call with her HVAC contractor. RH stabilized at 51 percent within two weeks and the morning smell was gone.

The month before that we handled a 1963 brick ranch on Cabarrus Ave — the wider Cabarrus Ave, not the downtown historic block — with 1,800 square feet of crawl and the exact profile you would expect from a post-war Concord build. Block perimeter with undersized vents, foil-faced fiberglass in a heap on the plastic, standing water in the northeast corner from a downspout that had been rerouted in a 2018 landscape job to dump directly against the foundation wall. First move was exterior: extended the downspout 8 feet to a splash block on regraded soil, replaced two other downspout terminations that were pouring within 2 feet of the wall. That was a half-day of exterior downspout work that solved 80 percent of the water problem. Then encapsulation: 20-mil Viper CS, wrapped piers, mechanical termination bar, closed-cell vent seals, and a Santa Fe Compact 70. The homeowner had been quoted by a national company for a full interior drain tile system that she absolutely did not need — the water was coming from the exterior grading, and once we fixed that at the source there was nothing left for a drain tile to intercept. Told her that on the inspection. Saved her the whole scope.

Currently on the schedule for next month is a 1998 build in Cox Mill on Kannapolis Pkwy — 2,900 square feet, block perimeter, similar Christenbury profile but larger and with a partial builder-encapsulation attempt from a 2015 renovation that included wall liner and pier wraps but no dehumidifier and no ground cover replacement. Finishing that one is the specific skill and it is probably a three-day job with an Aprilaire E100 given the cubic footage.

Does Charlotte Motor Speedway's proximity actually affect my crawlspace in any meaningful way?

Not the speedway itself. The vibration from race weekends is not enough to move a crawlspace pier — you would have to be within a few hundred yards of the track to feel meaningful ground vibration and even then, decades of race events have not caused documented pier settlement in the surrounding subdivisions. What the speedway does affect is the short-term rental economy in downtown Concord, which changes the calculus for anyone renting their house on race weekends. A moist crawl with a musty first-floor smell will kill a race weekend review and cost you the next four bookings. That is not a physical effect on your foundation, it is an economic reality for rental owners. Almost always worth finishing.
